One-stop Shop for Investments and the Development of Enterprises


Developed by the Malagasy Government under Decree 2003-938, in 2003, the One-stop Shop for Investments and the Development of Enterprises, also known as Guichet Unique des Investissements et de Développement des Entreprises (GUIDE) sought to improve the business environment of Madagascar and promote the country for investment, and attract FDI. It is a focal point for the services provided by 10 other ministries of the government and is a one-stop registration center, consolidating the services of the tax authority, immigration, company registry, various ministries with sectoral approval authority, procurement of land, and EPZ registration. GUIDE is hosted by the Ministry of Industry and is currently headed by Mr. Roger Marie Rafanomezantsoa. The Government of Madagascar is currently in discussion to establish a full-fledged investment promotion agency.
