| Foreigner or person of unknown nationality having worked in the service of the State or armed forces for at least 10 years | Free of charge |
| Foreigner or person of unknown nationality aged over 70 years and having resided in Madagascar for at least 20 years | Free of charge |
| Foreigner or person of unknown nationality married for at least 10 years to a Malagasy | Free of charge |
| Foreigner or person of unknown nationality having been granted permanent residence visa before 1st June 1999 | Half tariff i.e. 114.34 € - Payment in Ariary is acceptable |
| Foreigner or person of unknown nationality married for at least 5 years but less than 10 years to a Malagasy | 228.67 € - Payment in Ariary is acceptable |
However, for the foreigner or person of unknown nationality fitting into more than one category of special cases mentioned above, the most favourable condition will apply.
